Organization Structure

        The administration of FPO is in line with the Minister of Finance regulations in 2008, gazetted on 25 January 2007, updating relevant parts within the Public Administration Act, B.E.2534 and its amendment of B.E. 2543. The FPO has the following offices:

1. Office of the Secretary is in charge of general administration of the FPO and affairs not assigned to any specific Bureau. Its mandate includes documentation, operation and secretariat duties, financial operations, accountancy, budgeting, procurement and management of property and vehicles fleet. The Office deals with human resources management and development, and promoting discipline, morality of the organization as a whole. It is also in charge of the Library, public relations, knowledge and information dissemination on FPO’s work.

2. Bureau of Legal Affairs is authorized to draft, amend, repeal rules, regulations, legal provision, notification, gazette, contracts relating to finance, fiscal matters, taxation, savings, investment and related economic activities. It is in charge of processing transaction and contractual matters, civil and criminal liabilities; public administration cases and others. Another crucial aspect of the Bureau’s mandate involves study and analysis of laws relating to finance, fiscal policy, taxation, savings, investment and economics, in order to plan and develop related bills, while also providing legal counsel and advice on finance, fiscal policy, taxation, savings, investment and economic issues to other arms of the FPO.

3. Bureau of Fiscal Policy has the following duty and responsibility (i)  Advise and formulate policy, plan and measures relating to public finance, as well as determining a formula that takes into account economic conditions including revenue, expenditure, budget balance management, asset and public debt management, (ii) Monitor, analyze, evaluate and report status of revenue, expenditure, budget balance, asset and public debt management, as well as the overall fiscal status, using international format;  implementation of fiscal policy and quasi-fiscal measures of the Government and; fiscal obligations, (iii) Plan the finance and prepare a financial operation plan of the Ministry that corresponds with the government’s policy, including evaluation of implementation of these plans, (iv) Recommend regulations and approaches to sustain fiscal discipline and manage fiscal risk, including identification of framework for fiscal sustainability and development of risk-management tools, (v) Prepare data on public finance, data for management of fiscal risk and information relating to implementation of fiscal policy for dissemination to ensure transparency of finance, (vi) Recommend and design local finance policy, in line with decentralization to local administrative organizations.

4. Bureau of Tax Policy has the following duty and responsibility: (i) Study, analyze, advise, and formulate strategy and measures to improve the taxation structure, fees and other forms of State revenue, including making recommendations for new forms of taxation, (ii) Advise and design policy on claiming tax benefits, (iii) Prepare and develop tax database, for it to be comprehensive, up-to-date, quantitatively and qualitatively, to ensure top-notched analysis of tax policy, as well as preparing analyses and reports on tax information as inputs for Fiscal Early Warning System, (iv) Provide counsel, advice, opinion and clarification to inquiries and complaints about tax policy to public agencies, private organizations and the general public and (v) Disseminate knowledge about tax to the general public.
  
5. Bureau of Macroeconomic Policy has the following duty and responsibility: (i) Advise and formulate macroeconomic policy, (ii) Monitor, study and analyze issues, risk factors to the Thai and global economy, evaluate impact and prepare on a regular basis economic situation report, and present information on  the Thai economy domestically and at international forum, (iii) Develop macroeconomic models that reflect economic reality, (iv) Compile and develop macroeconomic data on aspects pertinent to the Finance Ministry for the purpose of analysis and policy implications, (v) Conduct public relations work and prepare media materials to communicate information on the Thai economic situation, economic forecast and outcome of economic policy analysis, with the aim to develop correct understanding among the public and institutions whose role is to forecast the state of the Thai economy, (vi) Promote platforms for exchange of knowledge and views on economic issues, and implementation of key economic policies among relevant agencies and the general public, and (vii) Broaden investment base to encourage more foreign investments in Thailand and Thais to invest abroad.       

6. Bureau of International Economic Policy  has the following duty and responsibility: (i) Study, analyze, advise and design policy and strategy to formulate a stance and international economic and fiscal measures to bring them in line with Thailand’s obligations to international treaties, and taking part in international negotiations, (ii) Prepare tariffs reduction plan as prescribed by international agreements and obligations, (iii) Serve as an information centre, and a centre to disseminate research works and Thailand’s performance in the framework of Free Trade Agreements in other international cooperation, coordinating with agencies, educational institutions, international organizations and financial institutions, (iv) study, analyze and prepare policy to promote fiscal and economic cooperation with countries in the Greater Mekong Sub-region and other regional economic groupings, (v) Function as Thailand’s focal point agency for early warning arrangement, by being in charge of analytical database on international economy, and a variety of early warning signs for economic stress, (vi) Study and analyze adequacy of projects funded by international financial institutions, regulate and advise implementation of these projects with agencies concerned to ensure that the implementation complies with rules, regulations and obligations of the donors and, (vii) Serve as the Ministry’s focal point in liaising with the International Economic Policy Committee.

7. Bureau of Financial Policy and Financial Institutions has the following duty and responsibility: (i) Advise and design policy, plan and measures relating to the financial and financial institutions system, to bring these in line with the government’s fiscal and economic policy, (ii) Advise and design policy for the development of financial system and financial institutions, (iii) Plan and implement international finance and banking cooperation (iv) Monitor and supervise activities conducted by financial institutions, coordinating with the Bank of Thailand and other relevant agencies and (v) Advise and formulate policy relating to operation by Specialized Financial Institutions  (SFIs) set up by law, including monitor and supervise financial institutions to ensure they follow the policy.
 
8. Bureau of Financial Protection Policy  has the following duty and responsibility: (i) Advise and formulate policy, plan and measures to promote and develop insurance system and investment management, including re-insurance, to ensure security, competitiveness and compliance with financial and accounting standards, and good governance, (ii) Advise and design policy to promote protection of individual’s entitlement in insurance contract and to provide income security to the people through insurance, (iii) Advise and formulate policy to promote and develop household credit, to ensure compliance with rights and obligations in contract, (iv) Monitor the insurance market and coordinate with the Office of the Insurance Commission in proposing policy and regulating the insurance system so that it aligns with the overall financial sector and economic framework, (v) Advise and design policy, plan and measures to protect the interest of contractual parties on the basis of the contract, and to ensure stability and compliance with international standards, (vi) Advise and design policy, plan and appropriate measures to protect deposit in financial institutions, appropriate for the domestic context and in keeping with global economic changes, (vii) Propose and design policy, plan and measures to promote and develop microfinance.

9. Bureau of Savings and Investment Policy has the following duty and responsibility: (i) Advise and formulate policy, plan and measures relating to savings, development of savings institutions and a variety of savings instruments, (ii) Advise and formulate policy on investment (direct foreign investment in Thailand and investment by Thai nationals abroad) and coordinating with other agencies on this issue, (iii) Advise and formulate policy, plan and measures for capital market development, for it to be in line with international standards, and  liaise with other public and private agencies to implement the plan, (iv) Analyze and assess the need for investment and the overall capacity to save, including proposing policy on savings management, (v) Develop and maintain database on savings, investment and capital market, and analyze situational dynamics in to propose policy responses and to provide data for other agencies.
 
10. Management Development Group has the following duty: (i) Advise and counsel the Director-General of the Fiscal Policy Office on strategy to develop administration within the organization, (ii) Monitor, evaluate and prepare report on management development within the organization and (iii) Coordinate and implement public sector development with other agencies within and outside the FPO.
  
11. Information, Communication and Technology Centre  has the following duty: (i) Prepare a master plan and action plan for ICT requirements of the FPO, as well as monitoring and evaluation of implementation of these plans, (ii) Plan, develop and manage the ICT system within the FPP, (iii) Develop IT work to serve fiscal policy purposes, acting as focal point for compilation of database and information on macroeconomics, international economics, public finance and local administrative bodies, and (iv) Serve as the platform for public relations and information dissemination for the FPO, through electronic media, to public and private sectors and the public.

12. Internal Audit Group is mandated to (i) Audit financial administration and accounting within the organization and (2) Co-implement, or support operations by other relevant agencies, or as assigned.
 
13. The Economic and Financial Affairs Ministers’ Group has the following duty and responsibility (i) Represent Thailand in the annual meeting of Board of Governors,  of the World Bank, International Monetary Fund, International Development Association, International Finance Corporation, international financial institutions, and other international organizations in the field, (ii) Represent the Ministry of Finance in the Thai negotiation team for loan agreement, insurance contract, and other documents relating to the borrowing of the Thai government and State Enterprises from foreign governments, international financial institutions and private financial institutions, as assigned, (iii) Represent Thailand, the Ministry of Finance, or other public offices in committees, sub-committees, and attend international cooperation meetings on matters relating to finance and economics; coordinate and liaise with agencies and institutions overseas, (iv) Represent the Ministry or State Enterprises in receiving court warrant or other documents incurred from legal suits concerning loan or insurance contracts, as assigned (v) Encourage foreigners to invest in Thailand, (vi) Disseminate information, improve the knowledge, understanding and credibility of the Thai economy and finance, and coordinate with counterpart agencies on policy and international cooperation.
